SUMMARY STATEMENT
Personal Enrichment and Youth Programs Manager is responsible for the overall coordination of continuing education courses and related contract training for personal enrichment, College for Kids (CFK), Discovery Academy and all youth programming. The Program Manager is responsible for the schedule of courses in this area including recruiting instructors, approving curriculum, monitoring quality and meeting enrollment goals. This position represents Hagerstown Community College (HCC) as a member of the Community Education and Youth Programs advisory group within the Maryland Community College Association for Continuing Education and Training (MCCACET) and with local community partners.
Personal Enrichment and Youth Programs Manager must be highly organized, exhibit good communication, networking and teamwork skills and is both innovative and visionary to grow current programs and create new ones.
ORGANIZATIONAL RELATIONSHIPS:
- Personal Enrichment and Youth Programs Manager reports directly to the Dean of Workforce Solutions and Continuing Education (WSCE).
- Supervises CFK Team Leads and staff as well as the Office Associate and program instructors.
- Coordinates most closely with the operational staff in WSCE, other WSCE program managers, the credit and non-credit faculty, staff, instructors, students, and other departments such as Public Relations and Marketing, Digital Services, Human Resources and IT. In addition, this position collaborates with external agencies and associations and other educational institutions.
ESSENTIAL DUTIES:
- Identifies, develops, implements, and evaluates courses, programs, and activities that are timely and of interest to students in areas of personal enrichment and youth programming.
- Provides administration of the Summer Youth Programs and supervises the Team Lead, staff. Instructors and Health Supervisor; ensures camp operations are following the Code of Maryland Regulations (COMAR).
- Recruit instructors for current and new courses in program areas; works with instructors to develop course content and course syllabus.
- Interviews, trains and evaluates instructors; initiates adjunct instructor contracts and creates and monitors independent contractor agreements.
- Establishes partnerships with local businesses, organizations, and community agencies to deliver innovative programming, grow enrollment, increase collaboration, and maximize resource utilization.
- Represents HCC at the MCCACET Community Education Advisory Group meetings and works cooperatively with other Maryland Community Colleges on programs of mutual benefit.
- Assigned from time to time to do projects outside of core assignment areas, based on work volume or other criteria as established by the division dean.
- Collaborates with college staff on grant proposals and tasks.
- Oversee the budgeting, awarding, tracking, and reporting of grant and sponsorship funds for summer youth program scholarships; maintains. positive relationships with funders and ensures camp programming aligns with their philanthropic goals.
- Determines pricing and production expenses and promotion methods for open enrollment courses and related contract training courses.
- Achieves enrollment goals and financial objectives in terms of gross revenue.
- Approves and reviews all materials and supplies needed for Personal Enrichment and summer Youth courses.
- Works with other program managers and areas to develop new programs and increase overall WSCE enrollment.
- Delegates tasks to Office Associate for program/course coordination.
- Works with Public Relations and Marketing and Digital Printing and Design Services to market programs/courses.
- Ensures the Summer Youth Programs’ website is updated with current course information, frequently asked questions, and the most recent parent handbook.
- Analyzes data to inform program development; reports data to the division dean and other departments as required.
- Provides customer service and information about all Personal Enrichment and CFK courses.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree required or the willingness to work towards degree if hired,
- Master’s preferred.
- reference given to individuals with continuing education experience; minimum of 3 to 5 years program development experience in personal enrichment and youth programing; experience and training must provide the required knowledge, skills, and abilities.

Additional Requirements: Must be able to lift 40 lbs.; Driver’s license required
